There can be no general rule for the timing of the appointment of the members of the governing bodies of the Joint Venture, whether before or after the award of the Contract. A general recommendation is to appoint alternates, in order to avoid that the holding or validity of a meeting could be prevented by the unavailability of an Authorised Representative. Whether or not Project Management should be appointed at the time of preparing the Offer or after the award of the Contract is also case specific.

It is recommended to appoint alternate Authorised Representatives in order to avoid that the holding of meeting of the Steering Committee should be prevented by the unavailability of an Authorised Representative.

3 The project management is in the hands of the project manager/ director and for the larger, more complicated projects if is often threefold: the Project Director, a Finance Manager and an Operations Manager.
