It is a well established principle that in case of an administrative contract the public party is under an obligation to compensate the private party if it unilaterally suspends or terminates its contractual performance. Already in the Greek Telephone Company Case (reported in J. Gillis Wetter and Stephen Schwebel, Some Little Known Cases on Concessions, in British Yearbook of International Law, Vol. 40 (1964), at pages 183, 216 et seq.), the arbitral tribunal stated that
