In 38 years of examining documents in the USA I have never seen a real B/L without a number. I have seen several fraudulent ones.

As I understand the LC requirement, it was for the beneficiary to present a copy of the fax that had been sent to the applicant. The document apparently presented may be a document that the beneficiary INTENDED TO SEND to the applicant but it did not demonstrate that it had actually been SENT. There...
Language
Beneficiaries do not issue phytosanitary certificates, governments typically issue them. Not a discrepancy unless specifically prohibited by the credit.

Discrepancy on Draft
The draft is discrepant if it does not meet the requirements stated in the credit. A draft is a special document - a financial document - the document that states the amount, currency, date on which payment is demanded and from whom payment is demanded.
