i would to seek your advice on a case below.

' cargo condition as per pre-loading report ' was appeared on the main body of the B/L. But the said report was not presented.

Is it a discrepancy if the report is not submitted ? Any previous ICC opinions on this ?

If i were the issuing bank, i would not mark this as a discrepancy, for whatever reasons.

1st of all, thank you for your prompt reply.

2ndly, i agree that art.14(j) is not relevant to this query but so far, issuing bank has relied on this specific art to grind out unbelievable arguments to support their case which i failed to understand.

to me, art 30c and para 66 are not applicable to this case, and it should be viewed under art.60 instead, so it is not a discrepancy.
