Issuing date of B/L

Dear all.
Pls give us yr opinion or any relating ICC opinions for the following case:
+ the B/L does not contain date of issuance, but it has on board date, whether it is considered as discrepency.

If the BL has an on board notation satisfying UCP 600 article 20 then I would not refuse because it does not have date of issuance or issuing date.

dear Sir,
From ICC Opinion R659, I understand that A doc issued in the format which there is no field for a place and/or date of issue is not disc if it does not contain a date of issuance. On the contrary, if B/L has mentioned the 'place and date of issue' field, is it obligated to fill in date of issue for the purpose of ISBP Para 13? Which official ICC?

Thank you for all yr help,
I've already read ICC R659, but it only metions to one specific situation which the B/L does not contain blank for date of issuance.
can you give me more opinion if the B/L format have a blank for issuing date ?

ISBP para 43 c.: If the tenor refers to xxx days after the bill of lading date, the on board date is deemed to be the bill of lading date even if the on board date is prior to or later than the date of issuance of the bill of lading.
Consequently, the on board date, as deemed to be the bill of lading date as per para 43c of ISBP, would constitute the date of bill of lading even for purpose of ISBP para 13. In other words I should not consider a B/L without a separate date of issuance, but with the on board date, as a discrepant.
