Endorsement document and effective date of Insurance cert.

Pls help me with this case, I coudn't find any case related to this, especially about endorsement document
** LC stipulated: Insurance policy OR certificate in assignable form and endorsed in blank for 110PCT of full CIF invoice value covering All Risks showing claim payble in Vietnam in invoice currency
** Docs presented showing:
+ Shipment date on B/L: 6/11/2011
+ “Marine cargo open cover certificate” shown issuing date: 21/10/2011.
(this certificate is issued in assignable form and endorsed in blank for 110PCT of full CIF invoice value covering All Risks in invoice currency as L/C required, but not showing claim payable in Vietnam)
+ An endorsement document attached with this insurance cert. shown:
++ Period of Insurance: From 21/10/2011 to 20/10/2012
++ Date of Effective: 10/11/2011
++ showing “It is hereby understood and agreed that the endorsement on Policy (Policy No.) will be effect from 10/11/2011
Reason: It is hereby declared and agreed that to incorporate the followings in the within mentioned marine insurance cert.:
A, consignee: XXX

I, LC conditions: Insurance policy OR certificate in assignable form and endorsed in blank for 110PCT of full CIF invoice value covering All Risks showing claim payble in Vietnam in invoice currency”
** Question: Is this insurance cert. discrepant as it shows its effective date is after shipment date?

What I would like to know (because I have had the same problem) is the meaning of "effective date". Is it the date the cover is effective?

I think the effective date here means the date Endorsement document comes into effect
How have you solved your problem?

Having a doubt as to the meaning of "effective date" and willing (as always) to facilitate world trade, I accepted the document.
