Unclear chop on C/O and issuer name (Co. vs Co. Ltd)

Hi all,

Pls. give your comment on following case:
LC required:
- Certificate of origin form B issued by Vietnam Chamber of commerce and Industry
- Certificate of Quality issued by OMIC (Overseas Merchandize Inspection Co.)

Documents presented:
- C/O with box 4 (competent authority as Vietnam Chamber of Commerce and Industry) and box 9 with signature and chop (not really clear) of above authority.
- Certificate of Quality showing OMIC “overseas merchandise inspection Co., Ltd” - the actual name of the issuer

However, issuing bank raise following discrepancies:
- Box 9 certification of C/O form B showing unclear chop (of Vietnam Chamber of commerce and Industry)
- Certificate of Quality showing “overseas merchandise inspection Co., Ltd” differ from L/C terms “Overseas Merchandize Inspection Co.”
