Certification of documents.

If a letter of credit called for documents to be certified by chamber of commerce but the documents received bear the notation " Seen by ... Chamber of Commerce." instead of "Certified by .... chamber of commerce", would this constitute a discrepancy? Please comment.

I would say that, in the absence of any indication as to what the Chamber of Commerce had to certify, the wording "seen by" would be ok as long as the official stamp of the Chamber of Commerce was adhibited.

The official seal of chamber of commerce is more than enough to be treated as certification.

Article 20 d UCP 500 is applicable.
The document is not discrepant for this reason.

Hennie is right "..a Credit calling for a document to be ....certified or indicating a similar requirement, will be satisfied by any signature, mark, stamp or label on such document that on its face appears to satisfy the above condition.

No discrepancy.

The strict compliance rule must be practiced in a common sense approach. A Chamber of Commerce would not put its stamp on a document unless it intends to certify the contents. So if the stamp appears to be genuine, there should not be any discrepancy.
