Credit involving Malaysian sawn timber

LC value is given as USD200,000. No qty/volume is mentioned in the LC under the goods description of Malaysian sawn timber. Partial shipment is allowed & no tolerance is mentioned.Docs are presented just prior to the expiry date (i.e. the latest date allowed for presentation)
for an invoice value of USD199,999.82. Is the shortfall of 18 cents a discrepancy?

Since partial shipment is allowed, there is no discrepancy. Even if the value of documents presented had been only 18 cents, there would still be no discrepancy.
If partial shipment was not allowed, there would still be no discrepancy, because a tolerance of 5% would still be allowed under Article 39b.
