Incoterm C&F
If the L/C quoted Incoterm C&F, the advising bank should have sought clarification from the issuing bank, as C&F is not an Incoterm.
Similarly, unless the documentation presented quotes Incoterms 2000, it cannot be determined at face value alone what the exact intent of CFR is.
NB
Neither C&F nor CFR is a valid term without quoting the relevant port.
In the absence of any further information to the contrary in the L/C or documents presented, I would honour documents presented if they show freight prepaid to the port indicated in the L/C.

Incoterm C&F
Traders may use C&F, CNF, C+F, CAF to show their intent for CFR, which is the only official representation of "Cost and freight" in Incoterms 2000.
If on the face of the documents, there is no risk for extending a little accommodation, then you may take "C&F" to mean CFR.
