What is the rationale that under the latest UCP, the agent signed for the master under a Charter Party B/L need not indicate the name of the master whereas it must so indicate under UCP500?

According to T.O. Lee (consultant) and if I have understood correctly,
It seems that the B/L may be issued while the name of the master is still not known .
