contrary instruction from the beneficiary

Dear All,
While forwarding a document to the issuing bank, nominated bank instructed the issuing bank that
" IN CASE OF DISCREPANCY-PLEASE HOLD THE DOCUMENT AT OUR DISPOSAL"
Issuing bank acted accordingly while serving notice of refusal THROUGH MT 734 by mentioning "PREVINST"
two days later the beneficiary send a legal notice to the the issuing bank that please send the document to the Beneficiary address directly rather than the presenter ..what will be the course of action of the issuing bank?

If there is something "legal" it is beyond the doc. checker. The right thing to do is to go to Legal.
