Is it acceptable for FCR that consignee
and place of delivery is not indicated?

No.

The consignee as well as the delivery location must be entered on the FCR.

A FCR is not covered by UCP. It therefore comes under article 21. Unless the L/C specifically states it must show a consignee and place of delivery, it does not need to do so.

A FCR (Forwarder's Certificate of Receipt) is not a transport document according to the decision of the ICC Banking Commission. Please find out from the DC PRO for the appropriate ICC Decision in this respect.

Hence it is subject to Article 21. A receipt, by itself, needs not state the name of the consignee (which is in fact a transport data content), since it is not a transport document, although some forwarders may use it as such.

We also see charter party BL used as marine BL in the market place.

This is covered by article 21. If the credit does not stipulate then under UCP it i acceptable for FCR that consignee and place of delivery is not indicated.

Obviously, the issuing bank on instruction of applicant should specify the data content to be provided in the document called for.

Yes, the answer is that it is acceptable. The issuing bank should advise the applicant about perils of this matter as I am quite sure that he is not aware of it!
