I received a L/C which asks among other docs for a Certificate issued by vessel owners /agent/captain.It was presented a certificate signed by vessel agent ABC.
In the same time, B/L is signed by carrier's agent, being the same ABC.
Can we consider ABC being at the same time agent of carrier and agent of the vessel?
Are these docs talling or are they discrepant?

Firstly, I hope you will not mind my mentioning that ‘talling’ is not a word I (nor my spell checker) recognise. Perhaps you mean ‘compliant’ or ‘not inconsistent’, for example?
Secondly, I am afraid I cannot see why you would need to be concerned as to whether you can consider ‘ABC being at the same time agent of carrier and agent of the vessel’. I would simply observe that if the contractual carrier owns the vessel an ‘agent of the vessel’ must logically be an agent of the carrier as well, not that I necessarily consider this to be factor in deciding if the documents are compliant.
