Issue Date - Tanker BL

Can bank accept Tanker BL without a issue date.

The BL evidence " Cargo shipped under deck and loading completed on the xxxx date in apparent good .....".

BL is signed by Master below the above mentioned clause. Do we still require a separate issue date or the loading date is suffice.
