Is Toronto consider a seaport or not?

Do you doubt that Hamburg is a Seaport? I believe nobody really will. But when you look on the map you will sea that all ships need to use the River Elbe for a lot of miles/kilometers before they reach the harbour. Accordingly, I would consider Toronto and Chicago as (Sea)port as long as the vessels can reach same safely.
I also agree to the arguments from the others.

This string really confuses me. Where do this ”seaport” thing come from? According to Mike the L/C requirement is

Then why this talk of frozen seaways and travelling many miles on the river Elbe?

Hi Kim,
Yes I am confused too. Mike's question is whether to accept MMTD instead of Marine Bill of Lading ? We would accept the MMTD in lieu of (Marine) Bill of Lading "however named" as long as it complies with the requirements of Article 23. However, if the MMTD does not indicate Toronto as the Port of discharge, I would tend to call it a discprepancy.
