A recurrent issue which has often annoyed me:
Phyt. certificate shows as exporter (not shipper): ABC
CofO shows as exporter: DEF for ABC
Would you agree?

Phytosanitary certification documents successful inspection or treatment for harmful pests, diseases, etc. by a competent authority, which in this case is likely to be the seller's government.
The certificate form itself varies from country to country.
UCP 600 covers this in both Article 3 (signature, mark, stamp, etc.) and 14f (issuers of documents).
The U.S. imposes inspection and phytosanitary certification requirements on a number of organic imports. Concerned importers should contact the U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS)
www.aphis.usda.gov prior to finalizing their purchase orders and having letters of credits opened.
Because the document is a government mandated form, various fields on the document must be completed in accordance with the requirements of the government. I have seen various parties names indicated in different fields - as long as they appear to be logical (based on the form and the instructions on how it must be completed), I would not view it as a discrepancy - i.e. not in conflict.
