Art. 3 issuance of documents in specified language

Hi all,
I just ask you for your suggestions conerning the following clause within a letter of credit:
All documents to issued in English.
Furthermore the L/C requires legalization of certificate of origin from chamber of commerce in Germany and/or the relating embassy in Germany.
The legalization made on the certificate of origin (stamp from chamber of commerce) is in German language, so advising bank said that because of the clause that all documents to issued in English this document is discrepant. So i found within art. 3 UCP 600 para 4 which says:
A requirement for a document to be legalized, visaed, certified or similar will be satisfied by ANY signature, mark, stamp or label on the document which appears to satisfy that requirement.
So would the certificate of origin with all contents in English and the legalization stamp from the chamber of commerce in German language be discrepant ?
