Place of signature of the bill of lading
"Place X as at place Y"
Any idea what "as at" could mean?

Sorry, not without seeing the document. I could find no common meaning for the phrase "as at".

The B/L states: "issued at: City X as at City Y on (date)". As a matter of interest, cities in your country. None of the cities is the port of loading but that is irrelevant.

I have checked and was informed that the reference relates to the place where the goods were loaded versus where the BL was signed. In general, the BL is accepted because there is no restriction that the bill of lading
must be issued at the port/city of cargo loading.

Hi : Typically 'as at' is in relation to switching of BL.
E.g Port of Loading in HK and Port of Discharge is in Australia and BL is issued in HK and was presented by HK exporter under a Msia import LC.
When payment is effected under the M'sia LC, the applicant of the Msia import LC intends to hide the shipper from the Australia Buyer, so they switched the BL in M'sia
When switching BL in M'sia, the place of issue stated in the BL will be M'sia as at HK.
The purpose of the word 'as at' is to ensure that the shipping rules govering the orginal BL can be applicable to the 'switched' BL because there is a possibility that the original BL issued in HK whereby HK may be governed by the Hague Rules whereas M'sia may be governed by the Hague Visby Rules

Only, the first B/L I saw, stated (if I remember correctly) Baton Rouge as at Mobile. The actual loading port was another location.
The second stated loading port Daesan and "dated at Seoul, South Korea as at Deasan, South Korea". Therefore my conclusion is that there can be different reasons.
