we need clear meaning of "on or about" expression so it was construed in differant in both CDCS Guide Book published in (1998) and (2003).

above mentioned expression takes part in CDCS Guide Book (1998)as follows;
"on or about in relation to shipment means + or -5 days after the specified date, both end days included, i.e. if the specified date is 10 March shipment can be from 5 March to 15 March."

on the other hand said expression take part in the 2003 publication such us follows;
"on or about in relation to shipment provides a ten day window for shipment based around a specified date, i.e. if the specified date is 10 March shipment can be from 6 March to 15 March, with both end dates included."

which is the correct usage? our opinion that first usage described in 1998 publ. seems more correct?

My interpretation would be as yours, the first example - from the book 1998 - is, in my opinion, correct.

My opinion is as per your first (1998)interpretation as both end days included
