B/Ls of the same set bearing different numbers

L/C issuing bank refuses documents due to :
1 of the 3/3 original B/Ls presented bears a number different from the 2 others.
The negotiating bank insists that all the originals have been thouroughly inspected and were found to be correct in all respects, but it can give no evidence of its saying as it has kept only one photocopy of one original B/L for its files.
I welcome any comment as soon as possible.

There are a number of questions which must be answered to enable one to proceed with this -

1. Were any copy B/L presented & if so, showing which B/L no/s
2. Did any of the supporting documents mention B/L no. & if so which one/s
3. If the party which issued the B/L is questioned in relation to the unique container no/s. linked to the unique voyage no. & vessel name, they should be able to reveal the correct B/L no.. If the B/L presented does not match that no., it may be fraudulent or indicate human error or a typographical error.

1. No copy B/L is presented
2. Supporting documents (like C/O, SGS cert., invoice etc. )mention the same no. as the photocopy of B/L kept in negotiating bank's files.
3. It is a Charter Party B/L covering goods shipped in bags. From the fax copies sent by the issuing bank to the negotiating bank, it appears that, except the B/L no., all other details including marks and numbers, the voyage no., vessel name, charter party date, master signature etc. are exactly the same on all originals received by the issuing bank.

I am a freight forwarder and I issue B/L's. This sounds like human error, although it would be hard to do. Is it possable to request fax copies from the bank?

Unless you check with the issuer of the B/L, you will not find out the correct B/L no.
Only when you find out this, will you be able to determine which, if any, of the B/L are inconsistent.
A simple example of human error I came across decades ago involved B/L typed using carbon paper, but the carbon paper did not reach to the edge of the paper. The result was that the last couple of digits of the B/L no. on the second & third copies were missing.
Using carbon paper is a rarity now, but one possible answer to this riddle.
