Exporting Country

L/C states -
Certificate of origin from Chamber of Commerce of the exporting country is required.

Other condition shows Merchandise to be of Ghana origina.

Shipment from Ghana.

Beneficiary is domiciled in Singapore.

My question is who will issue the Certificate of Origin, Chamber of Commerce in Ghana or Chamber of Commerce in Singapore ?

As per article 21 of ISBP exporting country means - the country where the beneficiary is domiciled, or the country of origin of goods, or the country of receipt by the carrier or the country from which shipment or dispatch is made.

Is there any ICC opinion in this regard.

Yes there is an official opinion -- R 392 (2000/01) which you can consult on this site of course.
