The consignee in the inspection and quarantine

In the B/L , consignee is mentioned as “TO THE ORDER OF ISSUING BANK”
In the inspection and quarantine, can we mention consignee as “xxx” ? or same as B/L mention as TO ORDER OF ISSUING BANK ? or mention applicant name which is correct ?

Depends on many things

But basically I would apply the principle from the Certificate of Origin as reflected in ISBP (2007) paragraph 184.
