When a L/C is available with any bank by negotiation, does it means any bank in any country ?

I think so. Thus, it is advisable to be specific such as "any bank in Switzerland", "any bank in Geneva".

what about 31D : date and place of validity ?
If the credit were available by any bank and negotiation, but the place of validity is Switzerland, than I would understand it is available there, but not in Brazil, for example.

Place of expiry is "at Negotiating Bank's counter"

Any bank is any bank in any country.
