If negotiating bank present certificate of quality in 03 originals i/o 02 originals and 02 copies as L/C required, is it considered as discrepant for refusing to pay??
.
Pls comment and give me any ICC opinion regarding this disc (if any)

if under field 46 of LC (Documents required), certificate of quality is required in 2 originals and 2 copies, and only 3 originals are presented, thus presentation does not comply with LC terms.

See UCP600 Article 17d. "If a credit requires presentation of copies of documents, presentation of either originals or copies is permitted"

Also, Article 14g states "A document presented but not required by the credit will be disregarded and may be returned to the presenter"

Therefore, the 3rd original should be either disregarded or treated as a copy.

There is no discrepancy.
