Copy of Acceptance form (instead of Original) presented

In one of our L/cs we asked for final 5% payment against presentation of "Acceptance form on Bene's L/Head duly sigend by the Bene and Applicant's rep."

The Bene presented the PhotoCopy i/o original for payment (and the Original was retained by the Applicant)

Is this acceptable for payment as the Applicant has already recd the goods and the Original Acceptance Form. Can the applicant refuse payment on Photocopy basis?

Why no and yes. Surely art. 17a applies or have I missed something?

‘No’ was to ‘Is this acceptable for payment’ and ‘yes’ was to ‘Can the applicant refuse payment on Photocopy basis’. So I agree the oriignal document must be presented.
