A clause about cargo condition in B/L

Dear All

i would to seek your advice on a case below.

' cargo condition as per pre-loading report ' was appeared on the main body of the B/L. But the said report was not presented.

Is it a discrepancy if the report is not submitted ? Any previous ICC opinions on this ?

Yat,
There are R351, 354, 406, 407 about documents not required in the credit . They are not to be checked.
The answer is in UCP art. 27: "expressly declaring"

I struggle to see why it might be thought this could be a discrepancy.
