I would like to seek your advice on a issue below.

A L/C called for a draft survey report issued by an independent inspection company at the loading port.

A draft survey report was presented indicating among other data, the loading port, the discharge port, survey commenced, certifying the weight of the cargo which was loaded on the vessel etc. BUT without indicating the place of issue which issuing bank has picked this up as a discrepancy.

To me, this doc is in compliance with art.14(d) and art.14(f), since LC did not specifically require the place of issue to be indicated in the doc as an evidence.

Your advice, pls.

This is an ‘interesting’ one. I do not feel confident of the answer but at this juncture my sympathies lie with the issuing bank.

A recurring topic even in this forum. With different opinions. Jeremy is consistent.
Still no official query to my knowledge.

Interesting.
My interpretation is that the L/C actually does require (indirect) the place of issue to be stated as it calls for "a draft survey report ISSUED by an independent inspection company AT THE LOADING PORT". In order to fulfill the L/C requirement regarding place of issue (“ISSUED AT THE LOADING PORT”), the report should state place of issue being the same as Port of Loading.
I should support the issuing bank's view.
