I seek your comments for the B/L signature as follows:
+ In the pre-printed field: Signed by: NYK LINE (VIETNAM) – HANOI OFFICE
As agent for and on behalf of
NIPPON YUSEN KAISHA
(NYK LINE), AS CARRIER

+ Stamped by:
NYK LINE VIETNAM
AS AGENT FOR THE CARRIER
NIPPON YUSEN KAISHA

+ The pre-printed field contains the additional information (HANOI OFFICE)

Can the B/L be refused because of the issuing capacity as the above mention ?

It isn't a discrepancy. Hanoi office is the location and not the name of the agent signing on behalf of the carrier.
