Lc is for a shipment of Cement. Invoices have indicated the goods description exactly as per the Lc ( No. of bags/ weight/ quality etc.) but on the BL, in addition it mentions 1% empty bags Free of Cost, which has not been called for under the LC.
Does the indication of shipment of Free bags on the BL only, tantamount to discrepancy? appreciate the expert views pls.

I can see that no one has replied to your question, probably because it is not all that cut and dried as it might seem.
In certain trades, it is customary to provide extra bags free of charge, such as for shipments of cement or sugar. This probably stipulated in the contract, which has unfortunately been omitted in the credit.
UCP 600 does not specifically forbid free of charge items, neither in article 18 nor in 30 or 31.
However ISPB does forbid it, in paragraphs C12. The motivation given in an Opinion is that the addition of free goods might cause problems in customs clearance.
Be that as it may, there is a discrepancy between documents, since the B/L indicated "goods" not mentioned on the invoice (nor probably on any other document). This being the case, documents are to be considered discrepant.
