does through b/l applies for others means of transport either than waterway.
and what is the exact mechanism for using through b/l in water ways or other means,such as who issues that b/l
and how does the carriage be transhipped
and where?

The most common form of through B/L is the combined transport B/L usually used for containerised shipments, typically sent by sea and road.
Asc with any transport document, it can be issued by the carrier or agent of the carrier. Transhipment, if any, is usually indicated, including the transhipment port. There may also be a clause indicating that the carrier reserves the right to tranship, without indicating the port of transhipment.
