certificate of inspection signed on behalf of another branch

under a credit calling for shipment from ukrain to iran, bene is based in UAE. among the documents called for an inspection certificate issued by SGS is required.
the inspection cert. issued by SGS dubai is presented, which quotes the finding of thier ukrain office. (certification complies with the credit requirement) however the cert signed without any responsibility on the part of SGS Dubai,also carries a disclaimer with regard to the accuracy of findings made by SGS ukrain. Does this disclaimer makes the document discrepant?

Unless the L/C called for specific data content in the inspection cert., any data supplied will comply if it is consistent with the L/C & other documents.

Therefore the inspection cert. supplied complies as UCP 500 is not concerned with a qualitative judgement or valuation of documents presented, but rather compliance with the L/C & UCP 500.
