As issuing bank we received a Packing List issued by a third party (presumably the ultimate supplier) with details of the beneficiary named therein as the Buyer & our applicant as the Notify Party.
As we are unaware of the nature of the transaction (perhaps a B-B) we are inclined to raise it as a discrepancy since the info we have is our applicant should be the Buyer & the beneficiary should be the supplier.
Would it be reasonable to treat it as a discrepancy?

The enquirer Ms. Chin from Malaysia has forgotten to disclose whether the DC has been transferred or a back-to-back DC has been arranged. Without such information it is not appropriate to give any comment.
Otherwise, an answer is only as good as the query itself.

Unless the L/C nominates the party to issue the Packing list, issue by a third party is not a discrepancy.
If the P/L makes reference to a buyer etc which differs from other documents, then there is a discrepancy due to inconsistency.
It should be noted that, unless called for in the L/C, the P/L does not have to show details of the buyer.

In response to Mr Lee's query & to rephrase my second para, we as issuing bank are unaware as to whether there is a back-back LC effected by another bank.
As far as we are concerned we did not issue a trf LC.
Having said that I believe Mr Laurence Bacon has answered the query so my thanks to both of you.
