Original Health Cert

I would like to seek yr advice on this problem I came across:-
Credit we received has the following clause under documents required:
1. Shipper's certificate certifying that original Health Certificate has been airmailed directly to Accountee within 3 days of shipment.
2. Health Certificate in triplicate.
- 3 sets of Health Certificate which appeared to be photocopies were presented. All 3 copies were
stamped 'Disahkan Benar' & signed in original by the issuer. Disahkan Benar when translated
means Certified True Copy.
I would like to enquire on the following:-
1. whether the 3 Health Certificates are compliant in that they are photocopies but certified as true copies in Malay & signed in original?
2. Is it expected that one of the 3 Health Certficates called for must be an original even though we know
the beneficiary has already despatched the original directly to the accountee i.e would it be a
discrepancy if no original Health Certificate is presented to the bank?
