I have often noted that although charter party BLs are signed by agents on behalf of the master, the shipping certificates with regards to age/registration of vessel or confirmation of vessel are invariably signed on behalf of the owners. I wonder if it is just a coincidence or has some significance under maritime trade. would appreciate members input.

We are discussing two separate issues here.
The master is responsible for operational aspects of the vessel such as loading, unloading, safety of the vessel, crew & cargo. Therefore verification by him or his agent is required for the issue of Bs/L as these reflect the cargo loaded under his supervision.
The master, however, does not necessarily own the ship. The owners will have documentary evidence of the age of the vessel. The owners make the choice of registration and have the up to date information (before the master knows it) of any change in registration. Therefore the owner or their agent is the appropriate body to issue documentation relating to age of the vessel or registration.

As some certificates of seaworthiness may be issued by certain corruptive classification societies, a cargo ship may not be seaworthy and the master knows about this. Hence he does not wish to take up this responsibility upon himself.
