Paragraph 37

Pls help me with my confusion.
According to ISBP Art.37 :"Even if not stated in the credit, drafts, certificates and declarations *by their nature* require a signature.
Transport documents and insurance documents must be signed in accordance with the provisions of UCP 600. "
.
I wonder if all Cert must be signed? (For example: Ben's Cert, Phytosanitary Cert, Fumigation Cert...) In my opinion, I think only Insurance Cert, Cert of origin and Transport Docs need to be signed. Others only need to be signed when credit clearly stipulated.
Am I right? And how should the words 'by their nature' be understood in this case?
.
Thanks for your advice.
