To create some actions in the quiet eUCP section, we would like to raise a query for members to work with, from the eUCP case studies held in Rome.

In a DC subject to eUCP that allows presentation of either paper documents or electronic records, the beneficiary presents ALL the required documents in paper format in one presentation but without presenting any NOC (Notice of Completeness).

If there is no discrepancy in the paper documents presented, can the issuing bank refuse payment due to no NOC (Notice of Completeness) being presented?

Those who have attended the eUCP case studies in Rome please hold their tongues to allow other members to work out the answer themselves.
