Printed letter head form of the issuer

A LC asks for a Cert of Origin certified by a Chamber of Commerce in a EU country, and states that it should be on a printed letter head form of the issuer.

The CO presented is issued, stamped and signed by the required EU country Chamber of Commerce using the EU usual form, which contains a box on the right top including the following bold printed title : 'European Union Certificate of Origin'.

Would you consider this document as issued on a printed letter head form of the issuer.

1. It does amaze me the amount of rubbish applicants / banks put in documentary credits.

2. To me it does not sound as if the c/o is on the ‘letter HEAD form of the issuer’, as I would understand the term ‘letter HEAD form’, the issuer being Chamber of Commerce. So I would have to say ‘no’ with a very heavy heart indeed and a further reinforced desire to see the documentary credit killed off for evermore.
