Endorsement in a "to order" Insurance Document

Request Opinion on the below case

LC calls for an Insurance Policy or Certificate in negotiable form and endorsed in blank

Insurance Document presented shows "ASSURED - TO THE ORDER" without any mention of Applicant or Beneficiary name anywhere in the document. In this case who can endorse the insurance document?
