if we exclude art.14L in a l/c ,then who are the issuers of transport documents that we have to accept?articles 19 to 25 indicate who are the signors and not the issuers.Actually we are trying to avoid the situation of a beneficiary issuing a transport document.

Dear Yaffi,
In such case I suggest that you are as specific as possible in your LC. E.g. “Bill of lading issued or signed by the beneficiary is not acceptable”.
My view would be that if you are excluding 14,l then you would need to put something else instead.
Also: is this really a problem? Please note that the principles here have not really changed from UCP 500 to UCP 600.
