transferable l/c

in a transferable l/c the first beneficiary asking us to transfer part of l/c to second beneficiary
the amount and valditiy are reduced they also requested to delet some of required documents such as pakinglist and insurance cert. since these documents are to be presented by first beeficiary along with their substituting invoices now my question is whether can transfering bank reduce same required docs from the original l/c when transferring l/c to second beneficiary .
does their action meet sub article44(h)

ask yourself 'what happens if 1st ben does not produce these other documents?'
If you go outside UCP it's a risk you have to consider whilst taking into account your relationship with the beneficiary i.e. it becomes a commercial decision.
