Certificate of Origin

LC requirement:
Certificate of Origin issued by the Chamber of Commerce of the exporting country.
The Certificate of Origin prepared in electronic format bearing a bar code and presented in hard copy indicating for an online verification of the certificate by visiting the issuer's website. It contains the word original and also includes signature and stamp of the issuer in printed form.
Please comment if the above Certificate of Origin can be treated as original in the format presented.

If the credit is not subject to the eUCP you cannot force the NB to visit the website which is or is not accessible. Now, if the document fulfils its function (i.e. shows the origin) is dated and signed, here I assume a facsimile signature, it is acceptable.

I agree with Daniel, if it is signed and dated by the required Chamber of Commerce, it is acceptable. The fact that you may go online to attest that the Chamber had in fact issued such a certificate is an added bonus but it is also merely additional information that in no way conflicts with the signature.

You say the ‘signature … of the issuer [is] in printed form’. I take it therefore you are saying that it appears the signature was (‘pre’) printed on the form at the time the form was itself printed and not added afterwards.

The ‘interpretation’ in Article 3 regarding signing says:

‘A document may be signed by handwriting, facsimile signature, perforated signature, stamp, symbol or any other mechanical or electronic method of authentication.’

I assume the signature in question falls into one of the ‘categories’ covered, e.g. ‘facsimile signature’.

Interesting your remark about "printed" especially if you compare the interpretation of signature in art. 3 with article 14 (3) (B/L signature) in the Hamburg Rules.
