C/O not cover the F.O.C commodity

Dear all,
Pls sharing yr opinion in the following case:
Invoice showing the commodity (with no commercial value) as L/C required but C/O not cover this commodity, would it be deemed to be a discr.?

Yes, inconsistency between documents and with LC terms.
