Transhipment

A l/c asks for:
a) a marine b/l evidencing shipment from Country A to Country B with transhipments allowed
b) a shipping declaration stating that the vessel is allowed to enter the ports of Country B and that the vessel is not more than 20 years of age
The beneficiary presents:
1) a bill of lading showing goods shipped in containers aboard the vessel ABC from Country A to Country B, without making any reference to transhipments
2) a declaration issued by the same entity that issued the B/L showing B/L No, name of vessel on B/L, date of shipment of B/L and additionally stating that transhipment was effected on vessel XYZ at Country C 10 days after the original on board date. The declaration also certifies that the vessel XYZ is allowed to enter the port of discharge in Country B and that the vessel XYZ is less than 20 years of age.
The issuing bank refused the documents on the grounds that the transhipment vessel is not mentioned on the B/L.
Would you consider this as a valid discrepancy?
