LC asks for an insurance policy/certificate issued to the order of the beneficiary and endorsed in blank.
A certificate of insurance referring to an open policy is presented showing the following:
"ON BEHALF OF :
... (name of beneficiary of LC)"
and
"TO THE ORDER OF :
BLANK (in words)"
Would you accept this document directly issued to the order of "blank" (i.e. to bearer) instead of being endorsed in blank by the beneficiary.

I prefer to see the document and the LC which is not possible but I lean towards stating the document is not in compliance, especially considering K19 but read K20b and K21b carefully in what has been presented
