Full name versus initials

Credit called for a Certificate of Inspection by the appointed surveyor, Mr H.C. Choi holding Indonesian Passport No. H1234567.

Inspection certificate presented is issued/signed by a Mr Heng Chun Choi.
Under his signature, the words 'Passport No. H1234567 Indonesia' is typed.

Is the cert acceptable?

I would regard the passport no., being unique, as sufficient cross reference to make the full name and the name with initials the same. Therefore the certificate is acceptable.

This is a good example of using simple common sense in examination of documents.

The passport is an Indonesian one and the passport number is correct.

"Heng Chun Choi" meets the "H.C. Choi" requirements stated in the LC. UCP 500 does not require "mirror image" compliance. In fact, a passport office does not allow a person to register in initials only as "H. C. Choi". He must use his full name in order to be able to get a valid passport.

For example, we have three "T. O. Lee" in my family, the other two being my younger brothers, one living in Toronto and one in Hong Kong.

Hence the instruction "H.C. Choi" in the LC is a misleading one and the issuing bank should bear the consequences of interpretation against its own interests.

We do not see why this can be deemed as a discrepancy.
