I would like to add the following: if the L/C is not available with Bank A or with any bank in bank A's country, then bank A is not nominated bank, i.e. is not nominated under UCP to add confirmation, not even "silent".

This is an interesting issue. There are customers asking for a such arrangement in order to save a couple of days, i.e. instead of sending the original documents (previously approved by the nego bank) to nego bank for onward transmission to issuing bank, they want to send these direct to the issuing...
