Note: Pro se Plaintiff, James Williams, sued the United States in Federal Claims court regarding taxes. Plaintiff submitted a UCC Financing Statement Amendment assigning three negotiable instruments (a US$ 300 million "Private Indemnity Bond", a US$ 10 million "International Irrevocable Letter of Credit", and a US$ 1,000 "UNCITRAL International Secured Note") to the court with the intention that they be used to pay the US$ 350 court filing fee. The court denied the request to receive the document and returned it to Plaintiff because it had no relevance to the proceedings and the various "financial" documents did not relieve Plaintiff of his obligation to pay the $350 court filing fee.
